The 2009 MUTCD mandates all roadways with over 1,000 AADT have their horizontal curves surveyed by 2019 and existing advisory speed signage is updated or new signage installed. Jay is responsible for all horizontal curve assessment (HCA) projects which have included statewide efforts in Ohio, New York, Kentucky, and South Carolina, as well as many smaller regional and county-wide efforts. Under Jay’s leadership, QC has become the largest horizontal curve data collector in the US with more than 100,000 centerline miles collected and processed.
